You are right that the government should support this project. 

My understanding is that the database is free of charge, and that a business only needs to register (no charge) in order to be able to use it on an unlimited, anonymous basis. I&#039;m sorry - I should have stated this in my discussion.

However, the corporate partners who were involved in the design of this project should receive some form of government recognition. Perhaps not monetary but some kind of award may be appropriate.</description>

		<description>Hi Andrew - this sounds like an absolutely fantastic idea.  It would be even better if the government gave tax incentives to businesses who were willing to sign up to IBAT.  Even if they were able to put the cost of the subscription against tax, it might make it easier to persuade them to join.</description>

I think the main reason for this, particularly in business, is that negative stories are more controversial and therefore more interesting - with more angles for the media to analyze.
